The First PSM Knowledge Sharing Session: PSM Standards and Guidelines Rollout

As part of the PSM roadmap implementation, the Egyptian Process Safety Management (PSM) Steering Committee hosted the first online knowledge sharing session on Wednesday 9 March 2022, to share four of the PSM standards and guidelines developed by the PSM Technical Sub-Committee and approved and issued by the Egyptian General Petroleum Corporation (EGPC). The session was led by the PSM Technical Sub-Committee members who were involved in developing the documents along with PSM steering committee member and EGPC CEO consultant for HSE, Eng. Gamal Fathy. The session was attended by more than 1000 executives from the Egyptian oil, gas and petrochemical sector companies. The Session was moderated by Mourad Hassan, Responsible Care and PSM Consultant at Methanex Egypt with the following keynote speakers:

During the session, the Technical Sub-committee members led by Eng. Amr Hassan shared the rollout highlights on Risk Management Standard, PSM Program Standard, Major Accident Hazard (MAH) Management Guideline and the Quantitative Risk Assessment (QRA) Guideline, which are the first of 23 PSM standards and guidelines to be issued as part of the PSM MOU signed between Methanex Egypt and the Ministry of Petroleum and Mineral Resources in February 2020.

The Risk Management Standard should help sector companies establish a structured Risk Management process for ranking the severity and probability of potential hazards and support them in the assignment, implementation, follow-up and closure of actions raised from risk assessments workshops and studies. The PSM Program Standard provides a structured methodology for implementing a PSM program as per the 20 elements of AIChE CCPS Risk-Based Process Safety (RBPS) PSM framework to ensure the integrity and safety of the operations. The sessions also discussed the Major Accident Hazard (MAH) Management Guideline which establishes the principles and methodology for MAH management using bowties that are used as part of safety case development. It also included the Quantitative Risk Assessment (QRA) Guideline that supports in establishing structured and consistent requirements for planning, conducting, documenting, reviewing, and approving the Quantitative Risk Assessment (QRA) studies for the companies.

The session was concluded with some remarks from Eng. Gamal Fathy who discussed EGPC expectations from sector companies in terms of following the approved PSM standards and guidelines. This was followed by a Q&A session where the panelists answered the attendees’ questions on the four documents.
