About the MoU

Following the successful implementation of the Process Safety Management (PSM) Memorandum of Understanding (MoU) signed in 2020 between the Ministry of Petroleum and Mineral Resources and Methanex Egypt—which led to the development and issuance of 24 PSM standards and guidelines, the two parties signed a new MoU in 2025 to continue the strong partnership established in 2018. This MoU reinforces Methanex Egypt’s commitment to embedding PSM within Egypt’s oil, gas, and petrochemical sector and marks a significant step forward: from the development of standards and guidelines to the implementation of the Process Safety program.

PSM Roadmap

Development of a comprehensive proposal to establish a Higher Committee for PSM, and a technical subcommittee. The proposed scope of these committees may include, but not limited to:
- Overseeing the implementation and follow-up of all activities outlined under this MoU.
- Reviewing the sector’s PSM standards and guidelines implementation.
- Monitoring and analyzing the sector’s PSM Key Performance Indicators (KPIs).
- Assistance with the development of the Process Safety Competent Authority (PSCA) to monitor and facilitate the development, submission, and formal approval of safety cases across the sector ensuring alignment with the Safety Case Standard.
Selection of one sector company as a Pilot Project to establish a corporate Process Safety Management System (PSMS) for the company and develop a draft Safety Case for an operating unit from that same company. PSM Capacity Building Graduates shall support the PSM Consultancy throughout the execution of the Pilot Project.
Coordinating the Egyptian PSM capability development through the American University in Cairo (AUC) ESS and Methanex PSM Professional Diploma.
Raising awareness within the industry in the form of workshops, conferences, publications, etc.
