About the PSM Technical Sub-Committee

The PSM technical sub-committee works directly under the leadership of the Egyptian Process Safety Management Steering Committee (EPSMSC). The technical sub-committee spearheads the implementation of the MoU signed between the Ministry of Petroleum and Mineral Resources (MoP) and Methanex Egypt to develop the Oil, Gas and Petrochemical companies’ PSM policies, standards and procedures (PSP). This will enable sector companies to design, build and operate safe facilities based on global industry best practices.

The goal of the technical sub-committee is to create the technical foundation to ensure the embedding of an enhanced PSM culture for MoP and its affiliated companies in accordance with industry best practices, international guidelines and standards.

The technical sub-committee has been formulated through a series of interviews from sector and capacity building nominations.

The technical sub-committee will aim to start an open dialogue with the sector companies through a Questions & Answers online forum, in response to any technical PSM query as well as clarify any developed PSP inquiry.

The technical sub-committee will be supporting the PSM Steering committee on the following deliverables listed in the MoU:

  • Fulfillment of the requirements of the Egyptian Process Safety Management Road Map over a 3-year time period.
  • Development of the PSM program framework and procedures based on the Center for Chemical Process Safety (CCPS) Risk Based PSM 20 elements.
  • Development of a Hazard Management program set of guidelines and procedures, including but not limited to: Safety Case, and Process Safety Major Accident Prevention Policy.
  • Development of PSM Key Performance Indicators for companies’ performance management.
  • Suggestion of a PSM organizational structure to be applied at the MOP and its affiliated companies including roles and responsibilities for the job profiles and a competency framework.
